407 new categories of steel and aluminum derivative products are now subject to the 50% US tariff Here is the complete list with all US customs codes for steel and aluminum products that must pay the tariff on the value of the steel or aluminum content in the finished product. Some customs codes are grouped due to similar product descriptions, which vary only in certain technical elements.

Addition of Eight New Classes to the List of Steel Derivative Products Subject to the 50% Tariff for Import into America

Today, a notice was published in the Federal Register [the American equivalent of the Italian Official Journal] modifying Annex 1] of the 50% tariffs provided by Section 232 to include eight additional classes of steel derivative products subject to these tariffs for import into the US market. These changes are valid for goods entered into commerce or withdrawn from warehouse for use from 12:01 AM ET on June 23, 2025.

Tariffs for importing steel and aluminum into the US increase from 25% to 50% starting June 4, 2025

We confirm that this is still an additional tariff added to the initial tariff. As previously established, the tariff for primary steel and aluminum products is calculated on the value of the finished product, while for derivative products, the tariff is calculated only on the value of the steel or aluminum contained in the finished product.

For derivative products, the residual value of the product, after deducting the value of the steel and aluminum [which is now subject to a 50% tariff], continues to be taxed using the initial US import tariff [the pre-April 2, 2025 tariff, so to speak], to which the generalized additional tariff of +10% is added

Example of Tariff Calculation for Importing a Steel Derivative Product into America

  1. Steel derivative product valued at $200 [import price in the US]
  2. Pre-April 2, 2025 tariff = 6%
  3. Value of steel contained in the finished product = $40
  4. Calculation of tariff for US import:
  5. Tariff on the value of steel: $40 x 50% = $20
  6. Residual value of the good: $200 - $40 = $160
  7. Tariff on the steel derivative product post-April 2, 2025: 6% + 10% = 16%
  8. Calculation of tariff on the residual value of the product: $160 x 16% = $25
  9. Total US import tariff: $20 + $25 = $45 [equivalent to 22.5% on the $200 import price]

Additional 10% Tariffs for US Imports Are Back

The United States Court of Appeals for the Federal Circuit granted the suspension request, thus providing a temporary pause to the enforcement of the lower court's decision, which had nullified the tariffs based on the International Emergency Economic Powers Act of 1977

The tariffs suspended yesterday, therefore, are back in force with immediate effect pending the next steps of the appeal of the US Court of International Trade decision from yesterday, May 28, 2025


First Update May 29, 2025

We confirm that, following the decision of the US Court of International Trade from yesterday, May 28, 2025, the additional 25% tariffs on imports into America of primary steel and aluminum products and on imports of derivative, or secondary, products containing steel or aluminum remain in force. For this last category of products, the tariff calculation is based on the value of the steel or aluminum contained in the final product.

With 288,813 tons shipped in 2024, Italian exports of steel and steel products to America account for 6.5% of total European steel exports to the USA

US imports of steel pipes from Italy, on the other hand, represent 12% of total steel imports from Europe, making it the most significant category of steel products exported to the United States by Italy.

Depending on the type of pipe, steel pipes are included in the US customs classifications 7304; 7305; 7306, and before the presidential proclamation of April 2, US imports of steel pipes were generally duty-free, with a tariff of 0%, therefore. The situation, for now, remains unchanged.

Tariffs for importing steel and aluminum into America remain at 25% despite the so-called reciprocal tariff being suspended for 90 days. Recall that this is an additional tariff added to the tariff usually applied in the past for US imports, and it extends to a wide range of aluminum and steel derivative products. For these, the tariff is calculated only on the value of the steel and/or aluminum contained in the finished product.

Under the previous Trump administration, US tariffs on steel and aluminum targeted only primary products, that is, bars, blooms, wire rods, billets, etc., which were then processed for use in the production of finished products, from microwaves to car bodies to pens and the thousands of other consumer and industrial products made with steel and aluminum. This time, the tariffs on imports of steel and aluminum into the US market have also targeted secondary or derivative products, meaning those final or intermediate products made using varying amounts of steel or aluminum.

The modified approach has significantly expanded the scope of tariffs on imports into the United States because the categories of products manufactured using aluminum and steel are numerous. It becomes much more complex to identify which classes of products are subject to the additional 25% tariff for importing to the USA.

To further complicate matters, for certain product categories, the additional 25% tariff for importing into America is applied to the entire price of the finished product. For other product categories, the 25% tariff is applied only to the value of the steel or aluminum contained in the finished product.
